「将校には四つのタイプがある。利口、愚鈍、勤勉、怠慢である。多くの将校はそのうち二つを併せ持つ。一つは利口で勤勉なタイプで、これは参謀将校にするべきだ。次は愚鈍で怠慢なタイプで、これは軍人の9割にあてはまり、ルーチンワークに向いている。利口で怠慢なタイプは高級指揮官に向いている。なぜなら確信と決断の際の図太さを持ち合わせているからだ。もっとも避けるべきは愚かで勤勉なタイプで、このような者にはいかなる責任ある立場も与えてはならない」
